God’s Grace in Action – in 1983 Christian schools were given freedom to operate in West Virginia!
Watch WVCEA’s first Executive Director, Dr. Phil Suiter, describe the journey that opened the door for young people in West Virginia to receive a Christ-honoring education without restrictive oversight from the state Board of Education.

Exemption (k) Schools are required to submit standardized testing reports before June 30th of any given school year to maintain their registration status with the state superintendent of schools. Additionally, they are required to submit annual enrollment reports that show their instructional term, number of personnel employed, and student enrollment figures. The schools are allowed to select their teachers, curriculum, philosophy, and objectives.
I got the opportunity to sit down with the author of the Exemption K legislation, one of my heroes, Dr. Phil Suiter. Dr. Suiter had a rich resume in public education having served as a principal, a professor at Marshall University, and later as the Assistant State Superintendent in the West Virginia Department of Education. However, God had a higher calling for Dr. Suiter’s life to start and strengthen Christian schools in West Virginia and around the United States.
The video below is an interview with Dr. Suiter regarding how God used him to allow Christian parents, churches, and Christian schools in West Virginia to provide an education that reinforces their Biblical values and beliefs while receiving an excellent academic education.
